Clerks Report

a)   Upturned soil left in wake of new water pipe across Heath to school. Concerns about sinkage. Following a letter from Chris to Atkins Global he was informed it was Anglian Water who did not fill the hole. He has sent them an email. We are awaiting a reply from them. LW
b)   Armoury Road – clearing of rubbish etc has been completed here.
c)    Hedge cutting at Chapel Road substation has been carried out. The cutting back required for laurel hedging along Colchester Road opposite village sign and roundabout is awaited. Laura will monitor this situation. LW
d)   A litter pick was carried out as “litter Warriors”, organised by Laura, on 6th February. Not many volunteers but a deal of litter was cleared. Other areas identified as a problem. The next date for “Litter Warriors” is on Saturday 5th March- volunteers required. LW
e)   Queen’s Road pond – litter here needs clearing. The Duck house has moved from its mooring and will need attention in the future. Also area around bus stop by Methodist Church needs to be kept under observation.
f)     Overgrown hedges on Chitts Hill have been cut back by landowner. Litter picking here is required. Handyman could do this. JGR & DH
g)    Land off Armoury Road, back of the Maltings, has been cleared by agents of the land and much litter was left behind. Laura contacted the agents and is awaiting to hear if this has been cleared. LW

Matters arising from last minutes

a)   Considerate Parking Scheme – Harry, John and Rosemary observed the parking situation round the school last Wednesday and made a list of 12 offenders for inconsiderate (illegal) parking. We hope this is having an effect and will repeat the exercise after half term. HS
b)   Traffic Safety Plan – awaiting 20mph signs. HS
c)    Plinth for Beacon – to be installed when weather permits. IB
d)   Lower end of Lorkin Daniell has been cleared of shrubbery – 2 Trees still require attention.

Allotments

Report from Harry – invoices for rents to be sent out to plot holders.

Handyman work

David has been carrying out general work schedule. Will clear Chitts Hill area.

Footway along Colchester Road near car sales site needs attention.

Interviews have been carried out for second handyman. Selection process completed. Laura to deal with paperwork required for successful candidate.

Storage of gardening equipment

John will discuss with Planning Committee the possibility of putting up a storage facility near the entrance to Orpen Hall. JGR

Purchase of vehicle

The purchase of a vehicle has been completed. The MOT will be due in July this year. A policy needs to be written for information for all users JGR

AOB

a)   Repair of lawnmower is needed. Proposed cost is £180. This is an essential piece of equipment. Members of this sub-committee agreed the expense. JGR
b)   Purchase of a ride-on mower to be considered in the future
c)    Fallen Tree lying over Hall Road pond needs attention. John to discuss with Handyman. JGR
d)   Queen’s Birthday – plan to use beacon again – will need moving to LD field. Laura to register the beacon.

New drain on Heath

ECC has put in a new water feed leading from the school to entrance at New Church Road. There is concern that the infilled area might be affected by sinkage in the future. We need to be aware that ECC would be responsible if this occurs. Parish Clerk

Matters arising from last meeting

a)   Traffic Safety Plan – resurfacing of New Church Road and School Road completed and yellow lines reinstated. Notices for proposal for 20mph   in New Church Road and School Road are posted.  
b)  Plinth for beacon to be built by Ivor when he returns from holiday. JGR
c)  Copy of Environment Terms of Reference to this sub-committee members. JGR
d)  The agreed Handyman work schedule is working well. A contract for  David Hewitt has been drawn up and is with the Finances Committee.

It has been agreed that we need another part time Handyman. An Advertisement needs to be put out locally when details of job and pay are agreed.

The area of scrub at the bottom end of the Lorkin Daniell field needs  learing back to tree line. Quotes needed for this.

g)  Pond clearing by TCV is in progress. They have completed their work on Hall Road and Lexden Road ponds. Hall Road Pond still looks rather neglected and there is a fallen tree laying over from the back of the Pond. Norhurst to remove the waste. The work on Queens Road pond will be carried out by TCV on November 19th.  JC
h)  It was suggested that we review alternative approaches to treating the ponds as there are new technics being implemented and used on golf courses and farm land.  Phil Spencer has expertise in this area. All

Finger posts on Poors Land have been repaired by Handyman.

Highway Rangers

Request to Highway Rangers to be sent regarding hedges overhanging footways. LW

Allotments

Harry reported from Allotment Committee. Decision taken to increase fees by £1 for all plot holders. Discussion will take place in the future regarding fees to full plot holders and concessions to consider ways to charge more fairly for the rents HS

Firework Display

The Fireworks were successful and the area of Poors Land has been tidied and cleared.

Chitts Hill

Hedges along this narrow road need attention. Suggest letters need to be sent to hedge owners reminding them of their responsibilities. LW

Playground equipment

Roundabout problems have been rectified as far as possible. Repairs are needed to post areas of climbing frame. Village handyman to purchase filler and carry out necessary work. Repairs to other areas have been completed.

Black surface requires attention. Playequip are fully booked at the moment, plan to make repairs in the New Year. Laura will remind them.

Budget for next year

Andrew attended the meeting for this item. He presented a proposed budget for next year. The figures need to be with the Finance committee in November. Much discussion took place.  It was agreed to review the proposed budget and circulate to members and AS.  AS to place the revised budget into the main budget format for approval by the PC in due course JGR

Terms of reference

The Environment sub-committee is mainly responsible for maintenance activities in the village. A new list of terms of reference was proposed and agreed by this committee. This to go to the Finance and General Purposes Committee to be ratified. LW

Handyman work schedule

John has discussed the work schedule with David and Ivor. The schedule has been agreed at this committee. JGR
Proposed that David Hewitt should now be given a contract. Agreed by this committee.
Also proposed that the hourly rate for David and Ivor should be the same, agreed by this committee.
Proposed to take on another handyman on a temporary contract for 8 hours work. Agreed by this committee. LW

It was suggested by Phil Cook that the Co Op could be approached to see if they could offer to help in certain village projects/activities.

Grass cutting and Hedge cutting

Quotes for grass cutting and hedge cutting of LD Field Heath, Poors land and Allotments are being sought. CBC needs to be contacted to book a sweeper to clear footways following hedge cutting. JGR & MH & LW
The budget is for £750. All this work is necessary.
This needs to go to the Finance and General purposes committee. Agenda item

Litter by Practice goal area.

This continues to be a problem.
It was proposed to purchase a wheelie bin to place in the area to encourage clearing of litter. This bin could also be used for other litter picking by handyman. JC
The goal post has been damaged and will need repairing. JGR

Pond Clearing

The Colchester Volunteers have assessed the needs and will spend 2 days clearing part of Hall Road Pond, 1 day clearing edges and trimming back trees at Queens Road pond and during that time spend 2 hours cutting back shrubbery at Lexden Road pond. The total charge for this will be £600. We will need to organise and pay for all the trimmings to be removed. This usually costs £100 for each load to be removed. This will need to be organised. JC

Allotments

Harry reported from the Allotment Committee. They are considering ways to charge more fairly for the rents. HS

Playground equipment

The play area has been assessed for meeting Health and Safety requirements and the resulting areas that need repairs will be carried out by Ivor and David. Ivor will add a third cradle swing when parts are delivered. JGR

Budget for next year

John had sent out proposed budgets which were agreed by this committee in general, but some elements still need clarity. Comments to be fed back by the end of October ready for the figures to be sent to the Finance and General Purposes Committee for consideration in November. JGR

Matters arising from last meeting

a) Traffic Safety Plan – New Church road will need resurfacing prior to yellow lines being reinstated. Poor parking has been less of a problem recently but it will be important for members to monitor this. 20mph signs will be needed in New Church Road and School Road. Harry and Chris Stevenson will meet with school head teacher to discuss parking problems for parents. HS
b) Plaque for beacon – needs measuring and ordering. Plinth for beacon to be built by Ivor. Expense approved. JGR
c) St Mary’s Church – it is agreed that David will sort out the French drain. The cost of labour will be a donation to the church from the PC. The church will supply the materials. David will carry out the work next week. DH
d) Cleaning “no dog signs” at Orpen Hall to be carried out by David. DH

c) Hedges on Heath and Poors Land will need cutting during half-term. Laura will find out who we used last year and liaise with Murray regarding sweeper. LW & MH

5.

Litter by Practice goal area.

This continues to be a problem. After much discussion it was agreed to purchase a rubbish bin to be placed nearby to encourage litter clearing. Jenny to investigate ordering a bin. JC

6.

Pond Clearing

Need to arrange with Colchester Volunteers to carry out clearing of all three ponds in the Autumn. Jenny to arrange JC

7.

Playground equipment

Repairs have been made by Ivor to bring the Safety measure up to scratch following the last Health and Safety assessment. Next inspection due currently. The “baby” swings have a space for a third swing to be installed in the middle proposed to order one and arrange for Ivor to install JGR

8.

Budget for next year

Needs consideration. Laura will send out budget statements for information LW

1 Election of vice chairperson
Rosemary James agreed to take on the role of vice chair for this sub-committee. RJ
2 Terms of Reference
The original terms were discussed and it was felt by all that they were suitable. It was proposed that 2 items of the Terms of Reference for the Premises and Recreation sub-committee would sit more suitably in this subcommittee. They are as follows

  • Maintenance of field markings on Lorkin Daniell Field and Poors Land.
  • Liaison with WB Football Club and WB Heath Youth Football Club.
To be discussed at next Premises and Recreation sub-committee meeting. PW
3 Traffic Safety Plan
Since the yellow lines were set in place, there has been little problem with poor parking. Forms have been printed for Parish Councillors to place on the window screens of any cars found parking illegally. As yet none have been needed. The NEEP will be asked to monitor this situation in future.There has been no communication confirming when the remainder of the Highways tasks planned will be carried out. JGR
3 Handyman work schedule
a)   It is proposed that we employ a temporary handy man for 5 hours a week (possibly a holiday job for a young person) at £5.30 an hour to cover for peak summer times, July and August, when there is more handy man work needed. Propose to advertise on Web site and notice boards.  Steve could possibly give extra hours in the meantime. JGR
b)   The Beacon needs setting on the pole. Steve and Ivor will do this. John to arrange. JGR
c)    A plaque for the beacon will be ordered by Murray.  MH
4 Footway across Heath by school.
The surface of the path is slightly rutted, but not a problem at the moment. To be monitored over this autumn and winter. JGR
5 Scouts
A letter from the Scouts was received requesting that the PC should cut the grass surrounding the hut. Steve or Ivor could do this but we need more time to consider the request. Need to respond to Scouts for more information for this new request. JGR
6 Letter from St Mary’s Church
The Church Warden has requested help from PC with tidying the churchyard. The Church Warden will be asked for a specific proposal on this.  HS
7 Purchase of garden “Blower”
This has been purchased and is ready for use.
8 Cleaning of Signs at Orpen Hall
Steve to be asked to clean the “No dogs on Field” signs JGR

1 Welcome
Harry welcomed all to the new environment sub-committee.

Matters arising from last meeting:-

a)   Ditch at allotments has been cleared by Norhurst and should not cause further problems.
b)   Snow gritter has been replaced by the retailers as the old one did not work. HS
c)   Beacon needs to be placed on pole at village sign site. Steve and Ivor to be asked to do. HS
d)   Plan in future for this meeting to make recommendations on issues to send to the PC meeting.
e)   Terms of reference to be reviewed – to be sent to all members to be discussed at next meeting. JC
2 Election of officers
Chairperson:- John was nominated by Jenny and seconded by Phil and was elected as Chairman.
Footpath Officer:- John volunteered as Footpath Officer, all agreed. JGR
Transport Representative – Harry agreed to continue in this role. There is a meeting on Thursday 2nd July 1pm-4pm in the Quaker meeting house – Harry would not be able to attend so Rachel volunteered to go. HS, RH
TPO officer – it was noted that TPOs were available on CBC Planning website and all members could have access to this information. Phil volunteered to be TPO officer. PW
3 Traffic Safety Plan
All proposed yellow lines have been put in place.  20mph limits have been signed off and possibly signage will be put in place in July. We wait for further confirmation. TSP group will be John, Rachel, Murray and Harry JGR, RH, MH, HS
4 Handy man work schedule
Harry has this in hand. John proposed that we need someone to work extra hours particularly in the spring and summer to supplement Steve’s work in strimming and litter picking. John to investigate this. JGR
5 Field cutting and mowing surrounds
The Football club is now mowing the Lorkin Daniell field (see Premises meeting notes for more info). Poors land is cut by Countrywide. There is a problem with the timing of this – Phil will deal with this problem and investigate the Athletics white line painting. PW
6 Scouts
Asbestos survey of Scout Hut has been carried out by Scouts.

A letter from the Scouts has been received requesting that the PC should cut the grass surrounding the hut. Steve or Ivor could do this but we need more time to consider the request. Need to check with the Finance Committee

10 Purchase of a garden blower
This would be for the use of the village handyman. Harry to investigate cost and take to Finance Committee. HS

Village Handyman

Arranged for Steve to collect and store the salt bags from around the village.
Ivor arranged to cut the hedge at the Methodist church. Jobs for Steve and Ivor to be arranged by email by Harry. Job specifications agreed between Steve and Harry.

Traffic Safety Plan
All proposed yellow lines and road signs and 20mph limits have been signed off. The yellow lines apparently will be done in April and the speed limit signage in July. We wait for further confirmation. New Church Road will need potholes repaired and? resurfacing. Agenda item

Beacon

The post for the beacon has been put in place by the village sign at the end of Chapel Road. The metal beacon has been stored in the interim. Agenda item

4

Footways

A village resident has proposed the need for a footway along Nayland Road to make it safer for children to walk to school. The suggestion should be sent to the Neighbourhood Plan group as part of the questionnaire proposals. Agenda item

5

Grit spreader

Harry has been trying to contact Tuckwells about the function problems with the grit spreader. He is currently waiting for a response from the firm. HS

Areas of work in village

Agreed to produce a map showing sites of our responsibility in the village. HS

2 Village Ponds
Carla from the The Conservation Volunteers has been contacted. Because of weather conditions this pond will be cleared later in the year. JC
3 Traffic Safety Plan
Apparently the introduction of yellow lines and 20mph signs for New Church Road and School Lane have been agreed but we await a date for these to be put in place. Agenda Item
4 Potholes
Many potholes in the village have been marked for repair. We are waiting for the work to be carried out. Problem with drain cover in John Lampon Close has been reported.
5. Dog fouling
A dog bin has been ordered for the Brewery site. An item for the March Bulletin has been sent in encouraging dog walkers to help keep the village clean.  Marcus is contacting the dog warden. To ask Marcus to request some new dog fouling notices that we can put in strategic places in the village. JC
6 Beacon
Steve is arranging for a pole to be bought and the sign will be placed near the Village sign at the area adjacent to junction of Chapel Road and Colchester Road. Ivor to be asked to assist Steve with transporting beacon to the site. Agenda Item

7 Areas of work in village
Agreed to produce a map showing sites of our responsibility in the village. HS
8. Noise abatement
A problem with noise near Queens Road is not apparent at the moment. Phil will monitor this in spring/summer. PW
9 Hall Road
A complaint has been received regarding flooding here. The ditch to the east side of the road has been cleared. To monitor flooding when next heavy rain comes. Potholes have been marked for repair by ECC Highways Dept.

1 Grass verges
Grass verges need cutting/trimming/tidying. This will be arranged when weather permits HS
2 Village handyman
The use of a chit book needs to be made to work efficiently. We do not always know when Steve has completed jobs. Harry to follow this up. HS
There is going to be an appraisal system for employees instigated.Methodist Church has requested help with hedge cutting. Harry to arrange for Ivor to do this. HS
3 Village Ponds
Lexden Road and Queens Road ponds have been cleared by TCV and the vegetation removed by Norhurst. Both are looking really good. Hall Road pond needs attention. Jenny to contact Carla Davis. JC
4 Traffic Safety Plan
20mph signs to be put in place along New Church Road and School Road in February. A message from Sonja Church to say the yellow lines will be installed anytime now. Agenda item
There has been a problem in New Church Road by the new houses being built as the builders have been parking their trucks and lorries and creating a problem at school time in the mornings.
5. Potholes
There are problems at various places in the village. Highways need to be informed.
A drain cover uplifting is a problem in John Lampon Close. Harry will report this. HS
6 Dog bin
Check with Val about the order of a bin for Brewery site.
Problem with dog fouling in the village. Complaints have been received. Plan to organise an “anti-dog pooh” campaign in February. Item for bulletin, posters. JC & MH

7 Beacon
Now to be installed by village sign at end of Chapel Road by Steve. The wording for a plaque agreed. John Gili Ross will arrange this. Agenda item
8. Grass cutting
Sub-committee agreed to carry on using our current arrangements for grass cutting
9 Areas of work in village
Plan to produce a map showing sites of our responsibility in the village. HS
10 AOB
a)   Noise abatement team from CBC have been called out but unfortunately the PC hasn’t been informed of this. It would be useful for us to know.
b)   The rangers from CBC are asked to carry out tasks but we never can be given a date and we are not informed when the work is completed.

In response to issues raised by village residents in the Parish Plan of 2009 the Parish Council spent nearly two years consulting various parties before producing last year a Traffic Safety Plan for the village.   The plan was endorsed by the Local Highways Panel and formed the basis for the funding for the projects under current consideration.

Early indications from the comments on the returned questionnaires from the whole village for the present Neighbourhood Plan are that the most pressing concerns of residents continue to centre on traffic issues, and in particular speeding and parking.  The particular dangers are perceived to be in the areas leading up to the school and the Co-op, both of which provide vital services to the village. Clearly many would support actions to address these dangers.

The Parish Council is now actively pursuing the implementation of this Traffic Safety Plan and is engaged with Essex County Council (ECC) engineers in drawing up plans for safety works in New Church Road.  These will inevitably involve some restrictions on the speed of traffic and parking.  The Council is committed to ensuring that the measures have a positive impact by meeting the aims of the plan whilst at the same time considering the views of village residents.  The intention is to create an environment where parents of older pupils at the school feel safe in allowing their children to walk, or even to cycle, to school unaccompanied thus removing the need to use their car.  This clearly does not exist at the moment and to do nothing will not improve safety.

Set out below are the proposed measures for adoption recommended by the Parish Council.  Any suggestions for changes will be considered before a final version is submitted to ECC Highways for the portfolio holder’s approval.  Once obtained formal notices of the works to be carried out will be published by ECC.

  1. No parking double yellow lines for 15m (the statutory length) at each junction with New Church Road.  This will enable enforcement to be carried out by the relevant authorities.
  2. A low level rectangular table at each end of New Church Road.  The aim is to check driver speeds and raise awareness of potential pedestrian presence ahead.  It is likely that low level lighting will be needed at these points – no specific plans are currently available.
  3. Time restricted parking (single yellow line) for about 20m spanning the footpath from Mumford Close into New Church Road together with minor works to improve the crossing point. This is considered essential at school journey times to give children a clear view down the road.
  4. Time restricted parking from the zig zags for 20m towards Lexden Road.  Designed to give a clear view around the dangerous bend in the road.
  5. Improved signage at the junctions of New Church Road with Chapel Road and  Lexden Road and of School Lane with Colchester Road.

A composite plan and detailed plans for each of these works are shown below.

In addition to these measures the Parish Council is considering making an application for a 20mph speed limit in New Church Road and School Lane.
