Meeting on 18th March 2024, the Planning & Development Committee reviewed some actions from the February minutes before considering planning applications.
The committee supported 5 (Nayland Road, Garthwood Close, Colchester Road, Fossetts Lane & Pirie Road), objected to 3 (all in Colchester Road) & commented on 2 (Hall Road & Colchester Road).

Planning and Development Committee Meeting
Meeting held on Monday 18th March 2024 at 7.30pm in the John Lampon Hall
It is the aim of the Parish Council to seek a high standard of design for all new developments and extensions in the Village.
The Parish Council will take into account the Village Design Statement, the West Bergholt Neighbourhood Plan, Government National Planning Policy Framework (NPPF) and CBC Planning Policies when commenting on individual applications.

3. Minutes & actions from previous meeting
Previous minutes were agreed.
- The Clerk was asked to draft something on the ‘Call for Sites’ for the website for Cllr Cullis to review, using the slides from the recent CCC briefing. This action is still pending.
- Sandra Scott (Place Strategy Manager) at Colchester City Council offered to come and meet with the Parish Council in West Bergholt. Julie (Asst. Clerk) contacted Sandra to arrange to meet the West Bergholt Planning & Development Committee Meeting. We are currently waiting to hear from Sandra with her availability.
- The Clerk approached CCC Enforcement in relation to the use of the land behind 131 Colchester Road. Planning Enforcement Officer Dean Stratford has written to the owner advising the hard-core track they have put in needs planning permission and to remove the non-agricultural items from the field. He has yet to hear back from them. Email from Dean Stratford to the Clerk dated 6th March 24 refers.
4. Public participation and to receive any pre-application representations.
5 members of the public attended. 2 members of the public raised their concerns and comments regarding planning application 240228 – 109 Colchester Road, and 1 member of the public raised his concerns and comments on planning application 240499 – 87 Colchester Road.
It was explained to the members of the public that as just 2 Planning Committee members were present the Quorum was not met and therefore only recommendations could be made to the Full Parish Council on Wednesday 27th March 2024 for their decision and that any necessary extensions to the Consultation end date would be requested.
5. Planning applications:
240331 Barns at Hall Road, West Bergholt
Application for approval of details reserved by conditions 3, 5, 7, 13, 14, 15 (213344).
Comment: This application is premature with a registration date of 15th April 2024 and no longer holds information on the Colchester Planning Portal, so WBPC will await sufficient information to make an assessment.

240359 Oaklands, Nayland Rd, West Bergholt, CO6 3DG
Removal of Conservatory and new 1.5 Story extension and single storey infill extension formed. Existing roof ridge raised 500mm and New Box Dormer formed to side slope to allow for loft conversion. New roof to receive new plain concrete tiles.

Proposed retrospective planning for rear extension (Alterations to approval 231375)
Comment: Having considered all the details of this application, the Parish Council has decided to Object.
The application does not comply with PP10 of the West Bergholt Neighbourhood Plan and the retrospective planning application is wholly unacceptable. Consideration needs to be given with the arrangement of the Soil pipe as this is particularly visually detrimental to the elevations.

Comment: Having considered all the details of this application, the Parish Council has decided that we defer to the knowledge of the Colchester City Council Planners as to whether this discharge condition has been complied with.

Application for approval of details reserved by condition 7,8,9 & 10 (210787)
Comment: Having considered all the details of this application, the Parish Council has decided to Object.
West Bergholt Planning Committee has received representations from the public stating that the information provided may not be adequate and we recommend that this is fully looked into by Colchester City Council experts to see if the details provided meet conditions 7, 8, 9 and 10.
Recommendation to PC: To Object to this application.
