Action: Councillor Brian Butcher will contact Karen Syrett (Joint Head Of Planning) at CCC to see if the meeting could be arranged as soon as possible.

West Bergholt Parish Council have serious concerns regarding the alarming request to increase heavy goods traffic. Although this application falls within the bailiwick of Wormingford Parish Council it nevertheless has a negative impact on our village and its resident population, therefore West Bergholt Parish Council consider it necessary that the views of our Parish are also taken into the decision-making process.  There are concerns that the noise/disturbance that will be created by increasing the movements will impact on the residents as the vehicles traverse the already severely damaged roads.

The existing movements as they stand should not be changed for the benefit of CSH and to the detriment of the residents, therefore West Bergholt Parish Council object to this Planning Application.

Planning and Development Committee – 18th December 2023

Meeting on 18th December 2023. the Planning & Development Committee discussed the new Levelling up & Regeneration Bill which introduces some new practices to be reviewed.

Six planning applications were then discussed and three were supported, two objected and one no comment. These applications were for properties in Garling Walk, Fordham Road, Nayland Road, Cooks Hall Road, Poors Land and Armoury Road.

There was also discussion about potential ‘community contributions’ of £5,602.02 which might be allocated to the Community Hub if received.

Planning and Development Committee – 13th November 2023

Meeting on 13th November 2023. the Planning & Development Committee discussed a consultation on new parking guidance before addressing new applications. Cllr Savage was then tasked with responding to the consultation.

Four planning applications were then discussed and all of them were supported although two with a number of observations. These applications were for properties in Albany Road, Mumford Road, Hall Road and Chapel Lane.

It was also noted that two applications (one each in Nayland Road & New Church Road) had now been reviewed by CCC who supported the Committee’s decisions.

Comment: Having considered all the details of this application, the Parish Council has decided to support the application with the following comments:

  • The variation from the previous application of the pitch to the roof gable at the side is out of keeping with the rest of the property.
  • The ribbon windows should be unopenable.
  • The Annex/car barn should be ancillary to the main building, and used solely by people associated with, and users of, the main dwelling, nor should it be sold or let separately to the main dwelling.
  • There is no roof plan indicating the need for the roof lights in the main house.

Decision: Support

Change of use of the church hall to a day nursery. The change will be 2 internal stud walls to create different rooms for 0 – 1-year-olds, 1 – 3-year-olds and 3 and over year-olds. A secure play area will be taken from the adjacent blue area.

Comment: Having considered all the details of this application, the Parish Council has decided to support the application in principle. However, they feel the following areas should be given further consideration: 

  • There should be adequate prevention of noise pollution as a possible nuisance to neighbours.
  • The adequacy of parking on site and site access.
  • The lack of footpath in Chapel Lane for direct pedestrian access from Chapel Road.

Meeting on 16th October 2023. the Planning & Development Committee discussed 3 planning applications. Two of them (one each in Colchester & Bourne Roads) were approved, in one case with conditions. The other (adjacent to Armoury Road) was objected with the decision to send a detailed letter to the Planning Case Officer in Colchester.

It was also noted that two applications (one each in Nayland Road & Newbridge Hill) had now been reviewed by CCC who supported the Committee’s decisions.

Most of January & February was crime free, with just one minor crime, theft, reported occurring on 1st February.   There have been two information releases, however, one referring to the risks of car key burglary and the other inviting the public to participate in a consultation exercise being undertaken by Essex County Fire & Rescue Service into the three options they are considering for the future shape & role of the service.

Overnight on 1st February, unknown suspects removed a rear registration plate from the victim’s vehicle without causing collateral damage.

Car Key Burglaries

Car-keys-near-doorIn some cases burglars are breaking into houses while you sleep with the intention of finding your car keys and stealing your car and any other small items they find on the way, what can I do?

  • Firstly before you turn in for the night check that all doors, ground floor windows and easily accessible windows are closed and locked.
  • PVCu doors – don’t forget that the door is not fully locked until you have lifted the inside handle and turned the key or thumb-turn. When replacing a Europrofile lock cylinder ensure that you get a TS1007 three star anti-snap, anti-bump lock cylinder.
  • If you have an intruder alarm and can do so activate the downstairs zone when you go to bed.
  • To stop the burglar getting to the vulnerable windows and doors to the rear ensure that side gates are closed and locked.
  • Please also ensure that you put your car keys somewhere safe and out of sight, when you return home. Put your car keys in a drawer (preferably one that is noisy to open) or some other secure place, but don’t take them up to the bedroom with you.
  • If you have cars of different values, please park the higher value car in your garage.
  • If you can’t do this, please park the lower value car in front of the higher value car, as the thieves are more likely to target high value cars and will be deterred if they can’t easily drive such a car away from the scene.
  • With high value cars consider the fitting of a tracking system, word of caution you get what you pay for, look for a system that uses RF frequency, 3 or 4G phone networks SIM as well as satellite connection GPS. There are even systems where you can
  • “Geo-fence” the vehicle location so that if it moves beyond this the tracking system is activated.

Essex-County-Fire-&-Rescue-ServiceEssex County Fire & Rescue Service Consultation

The second stage of the consultation exercise on the future shape and role of Essex County Fire and Rescue Service (ECFRS) has begun.  Three options for change have been formulated and ECFRS are now seeking your views on these.

Over the last decade, the Service has seen the number of incidents it attends reduce by around half. At the same time, the Service has increased its work on preventing fires and emergencies from happening in the first place.  This consultation concludes on the 25th of April.  As part of this Public Consultation Exercise there will be a series of events held at libraries across the County, including Southend and Thurrock, where people will be able to talk to Service managers about changes and options proposed in their local area, as well as fill out the survey.
