Meeting on 16th September 2024 the Planning & Development Committee first reviewed actions from the previous meeting. The Committee then agreed updates to the Neighbourhood Plan and discussed a hearing on the Planning Appeal at Fairfields Farm.  They then discussed 3 applications, with minor observations only, in Colchester Road (2), & Lexden Road.

Planning and Development Committee Meeting

Meeting held on Monday 16th September 2024 at 7.30pm in the John Lampon Hall

It is the aim of the Parish Council to seek a high standard of design for all new developments and extensions in the Village.

The Parish Council will take into account the Village Design Statement, the West Bergholt Neighbourhood Plan, Government National Planning Policy Framework (NPPF) and CBC Planning Policies when commenting on individual applications.

Minutes were all agreed

Action: Councillor Tyrell will rewrite a response to 232751  Blackheath Bulb Company, Nayland Rd, West Bergholt CO6 3DE. Planning Appeal: Replacement of three agricultural buildings with three dwellings.

Resolved: Cllr Tyrell drafted a response which was submitted online by the Clerks Assistant on 4th September 2024.

Action: An online survey is now open: Proposed reforms to the National Planning Policy Framework.  Councillor Tyrell has asked the Clerks Assistant to respond on behalf of the West Bergholt Planning & Development Committee before the consultation closes 24 September 2024.

Resolved: The Planning & Development Committee formerly agreed the update to the Neighbourhood Plan and will recommend this action to the Parish Council at their next meeting.

5.   To agree the updated Neighbourhood Plan with the removal of the VDS as being outdated guidance, to be emailed to [email protected] for upload to CCC website.

6.  To discuss an Informal Hearing in respect of the retrospective planning permission for a composting facility to process 25,000 tpa of green waste – Appeal at Fairfields Farm,

At Fordham Road, Wormingford, which is scheduled for one day, and will take place on 22 October 2024.  The event will be held in-person at Chelmsford Library, County Hall, Market Road, Chelmsford, CM1 1QH commencing at 10:00.  Contact [email protected] to confirm your attendance.

Resolved: The Planning & Development Committee discussed the details of the planned hearing, to be held on 22 October 2024, and declined to attend.

Comment: Having considered all the details of this application, the Parish Council has decided not to comment.

Planning Appeal: Householder Appeals Service for retrospective planning

Comment: Having considered all the details of this application, the Parish Council has noted that this planning appeal: reference APP/A1530/D/24/3345890, will be determined under the Householder Appeals Service (HAS), and as such The HAS procedure does not offer an opportunity for interested parties to comment at the appeal stage.

Decision: No comment

Comment: Having considered all the details of this application, the Parish Council has decided to leave the decision to Heritage and the CCC Planning Office.
