Meeting on 19th August 2024 the Planning & Development Committee discussed the National Policy Planning Framework before considering planning applications. 

The committee objected to an appeal in Nayland Road, supported an application in Colchester Road and noted a Conditional planning requirement in Armoury Road as having been discharged.

Planning and Development Committee Meeting

Meeting held on Monday 19th August 2024 at 7.30pm in the John Lampon Hall

It is the aim of the Parish Council to seek a high standard of design for all new developments and extensions in the Village.

The Parish Council will take into account the Village Design Statement, the West Bergholt Neighbourhood Plan, Government National Planning Policy Framework (NPPF) and CBC Planning Policies when commenting on individual applications.

No actions outstanding, and minutes of July 2024 were agreed

4.   Public participation and to receive any pre-application representations.

No members of the public attended, and there were no representations

5.   To discuss NPPF consultation, proposed reforms to the National Planning Policy Framework and other changes to the planning system.

These include introducing mandatory planning targets to deliver 1.5 million new homes over the next five years, updating the National Planning Policy Framework (NPPF) to bring back mandatory housing targets, ensuring every area has a local plan and building the next generation of new towns.

Action: An online survey is now open: Proposed reforms to the National Planning Policy Framework.  Councillor Tyrell will respond on behalf of the West Bergholt Planning & Development Committee before the consultation closes 24 September 2024.

Comment: Having considered all the details of this application, the Parish Council has decided to refer to previous comments made.

Action: Councillor Tyrell will rewrite a response to this appeal to be submitted online by the Clerks Assistant before the deadline of 11th September 2024

Decision: Object

241526  Land adj to, Hill House, 155 Colchester Road, West Bergholt CO6 3JX

Proposed formation of alternative vehicular access to site approved for two bungalows (under reserved matters 231736).

Comment: Having considered all the details of this application, the Parish Council has decided to defer to the expertise of Essex Highways on this matter.

Decision: Support
