Minutes of the Planning and Development Committee Meeting

Meeting held on Wed 20th April 2022 at 7.30pm in the John Lampon Hall

It is the aim of the Parish Council to seek a high standard of design for all new developments and extensions in the Village.

The Parish Council will take into account the Village Design Statement, the West Bergholt Neighbourhood Plan, Government National Planning Policy Framework (NPPF) and CBC Planning Policies when commenting on individual applications.

To discuss and make decisions on the following new applications:

220676 – 106 Mumford Road, CO6 3BN

Single storey extension to front of dwelling including minor conversion of existing garage.

Comment:

The Parish Council has no comment.

Decision:

220735 – 16 Newbridge Hill, CO6 3ER

Proposed ground & first floor front extension (Resubmission of 210192).

Comment:

The Parish Council supports this application but would suggest that the front elevation could be improved further by widening the middle gable which accommodates the lobby to create a focal point to the front of the building.

220650 – 19 Bradbrook Cottages, Armoury Road, CO6 3JW

Erection of a 3 storey 2 bedroom detached family home.

Comment:

The Parish Council objects to this application as the proposed elevations of a three-storey building is totally out of keeping with the neighbouring properties. The application does not comply to PP10 of the CBC-adopted West Bergholt Neighbourhood Plan, specifically:

“Buildings must respect the character of and be in harmony with their surroundings in respect of plot width, layout, building lines, materials, height, proportion, scale and massing”

220727 – 30 New Church Road, CO6 3JE

Demolition of existing detached house and erection of 1 No. detached dwelling with vehicle parking and landscaping.

Comment:

This application is a vast improvement on the previous one, however it remains overdevelopment of the site. The Parish Council must object due to the mass of the property, which does not comply to PP10 of the CBC-adopted West Bergholt Neighbourhood Plan, specifically:

“Buildings must respect the character of and be in harmony with their surroundings in respect of plot width, layout, building lines, materials, height, proportion, scale and massing”

220363 – Scarletts, Scarletts Chase, CO6 3DH (Listed – retrospective)

Retrospective Planning Permission sort for previous work: 1. Replacement of front door surround (1988) 2. Conversion of attic space into one bedroom plus en suite shower room (2011).

Comment:

The Parish Council would defer to the Borough Council’s greater knowledge on the development of listed buildings.

220799 – The Settlers, Newbridge Hill, CO6 3ER (amended plans)

Two storey side extension and alterations to roof and external finishes. Resubmission of 212945 with additional high level roof windows.

Comment:

The Parish Council objects to three out of four of the Velux windows listed in the recent amendments. The Velux on the rear elevation staircase landing should be obscured and fixed closed for perpetuity just as the other windows to the rear elevation are. There are also concerns in regard to night time light pollution from the Velux roof windows, in an area where there is no street lighting and dark sky preservation is greatly valued.

220540 – 7 Lexden Road, CO6 3BT (amended plans)

Two storey front and rear extensions and alterations.

Comment:

The Parish Council supports the amended plans and is happy that the concerns in regard to the front have been addressed by the revisions. However, it would like to bring to the Planning Officer’s attention that there appears to be a loss of 45-degree visibility splay to the rear of the adjacent property at number 5.

212042 – Cooks Hall Road, CO6 (Planning Appeal)

Outline application for the erection of single dwelling.

Additional Comment for Planning Inspectorate:

Cllr Tyrrell will draft an additional comment for review by the Committee shortly, ready for submission to the Planning Inspectorate for the 3rd May deadline.

5.   Planning decisions:

Planning decisions for 2021-22 were:

  • 3 outstanding appeals (Barton Olivers dismissed 13/12/22)
  • 64 other planning applications in 2021-22, of which:
    • 21 Objections (13 later approved by CBC, although a number of these were after the plans had been amended, 7 refused by CBC – 1 later approved by Planning Inspectorate)
    • 3 Observations (2 approved by CBC, 1 refused by CBC and later refused by Planning Inspectorate)
    • 40 Supports (all 40 approved by CBC)
