Planning and Development Committee Meeting
Meeting held on Monday 18th September 2023 at 7.30pm in the John Lampon Hall
It is the aim of the Parish Council to seek a high standard of design for all new developments and extensions in the Village.
The Parish Council will take into account the Village Design Statement, the West Bergholt Neighbourhood Plan, Government National Planning Policy Framework (NPPF) and CBC Planning Policies when commenting on individual applications.

Previous minutes were agreed with no amendments, and no actions required.
3. Public participation and to receive any pre-application representations.
One member of the public raised concerns regarding the pending sale by auction of the land to the east of Valley Crescent, CO6 3ED.
The plot is outside the neighbourhood plan and settlement boundary and at present there is no planning application put forward for this plot.

231911 8 New Church Road, West Bergholt CO6 3JF
Erection of a timber pre-fabricated single storey granny annexe for ancillary use to the main dwelling.
Comment: Having considered all the details of this application, the Parish Council has decided to object to this application based on the following points:
1) There is no confirmation that this Granny Annexe will be used solely by people associated with the users of the main house at 8 New Church Road.
2) There appears to be trees and vegetation within the vicinity of the site which are not shown on the application drawings.
3) No dimensions have been provided to locate the proposed building in respect of the adjacent boundaries and we believe there should be sufficient space to enable construction and ongoing maintenance.
4) There is no planning statement showing details of the proposed materials and finishes to be used externally.

Removal of Conservatory and Part removal of existing dwelling to allow for New 2 Storey Extension
Comment: The action of the applicant to go to appeal has been noted and therefore the Parish Council awaits the request for comments in due course.
231910 The Chestnut Cottage, 131 Colchester Road, West Bergholt Colchester CO6 3JX
Proposed new 2no. car cart lodge with workspace in loft space and external store to rear. 4no. Velux window to roof slope.
Comment: Having considered all the details of this application, the Parish Council has decided not to comment.

To construct single storey storage shed (this is in place of original proposed garage of same design) with shiplap cladding to external elevations to be made from cement based product
Comment: Having considered all the details of this application, the Parish Council has decided not to comment (as it did with the previous planning application 210841).
