Meeting on 11th November 2024, the Planning & Development Committee first reviewed actions from the previous meeting. These included confirming submission of updates to the Neighbourhood Plan. The committee then discussed 4 applications, variously in Bures Road, Mumford Close, Chapel Road & Scarletts Chase. All four were supported.

Meeting on 14th October 2024 the Planning & Development Committee first reviewed actions from the previous meeting. They then appointed Cllr. Chamberlain as the new Vice Chair. The Committee then discussed an application and an appeal, supporting the application in Mumford Road and opposing the appeal in Nayland Road.

It is the aim of the Parish Council to seek a high standard of design for all new developments and extensions in the Village.
The Parish Council will take into account the West Bergholt Neighbourhood Plan, Government National Planning Policy Framework (NPPF) and CBC Planning Policies when commenting on individual applications.

Meeting on 16th September 2024 the Planning & Development Committee first reviewed actions from the previous meeting. The Committee then agreed updates to the Neighbourhood Plan and discussed a hearing on the Planning Appeal at Fairfields Farm. They then discussed 3 applications, with minor observations only, in Colchester Road (2), & Lexden Road.

Colchester adopted Section 2 of its’ Local Plan (CLP) on 4th July 2022, this is good news for our Neighbourhood Plan. You may well recall the upset when, on appeal, the Planning Inspectorate granted NEEB approval to develop the site off Armoury Road. The Parish Council, and villagers generally, felt that the decision was irrational but such a decision should not be able to made again thanks to the CLP.
The Parish Council have been successful in getting the following changes included in the CLP:
6.227 The West Bergholt Neighbourhood Plan was made in 2019. It sets out the planning policy framework needed to support the delivery of 120 houses to 2033 and to guide and meet all other development or community needs identified by the community in West Bergholt.
Policy SS15: West Bergholt: All development proposals in West Bergholt parish will be determined against and be required to comply with policies in the West Bergholt Neighbourhood Plan and any relevant Local Plan policies.
The Final HurdleIn March 2013 the Parish Council launched the Neighbourhood Plan project; we cleared the final hurdle on Wednesday night. Wednesday saw Colchester Borough Council approve the plan to make it official policy. We reached the “home straight” on 19th September when 862 electors gave a resounding thumbs up to the final plan; 59 voted against it and 1 voted to Stop Brexit! West Bergholt goes to the polls early!The residents of West Bergholt will go to the polls on Thursday 19th September to decide to adopt their local Neighbourhood Plan.
So far the presence of the emerging Neighbourhood Plan has been used by the Planning Inspectorate in four planning appeals, preventing some 250 additional houses. Gladman Appeal – The Result Is InWe have now received the results of the Gladman Appeal to the Planning Inspectorate. Decision Time for Neighbourhood PlanAfter nearly 7 years of planning and consultation, it is now decision time for the West Bergholt Neighbourhood Plan. The Statutory ‘Regulation 16’ Consultation has taken place and some changes recommended. Consequently, a final version of the plan will soon be available on the website.

Consultation Update on Playground EquipmentThis consultation update follows the announcement of the SurveyMonkey questionnaire in April.
The survey carried out by the Parish Council on the proposal to upgrade and expand the range of the play equipment at the Lorkin Daniell Field produced an encouraging response from 114 interested parties. An analysis of the responses shows overwhelming support of 93% for the project.
The Trustees of the Lorkin Daniell Field have given the results their consideration and approved the development of the project. They will now use the responses to the questions and added helpful comments to form a more detailed plan for the project. The detailed analysis of the responses, along with a qualitative summary of the outcomes is shown below.
