The Environment & Highways Committee of West Bergholt Parish Council met on 13th February 2025 with topics including:

- Handymen’s report including:
- Mower repairs,
- Playground equipment inspected and all now satisfactory after some adjustments,
- Actions to remedy flooding at Newbridge Hill/Argents Lane Junction,
- Litter-picking, &
- Vehicle(s) parking on greensward adjacent to Queens Head Pond.
- Discussion about the possible use of a barrier at the school entrance to deter turning vehicles,
- Update on VE-Day 80th Anniversary, and
- Tree planting.

Environment & Highways Committee Minutes
Meeting held on Thurs 13th February 2025 at 4.30pm in SC Mtg Rm

1. Welcome & Apologies
Cllr Manya Barrow sent her apologies.
2. Declarations of Interests
There were none.
3. Minutes & actions from previous meeting
The minutes of the 9th January 2025 were agreed by all and there were no actions carried forward.
4. Public participation
There were no members of the public present.
5. Handymen’s report:
Repairs to the ride-on mower have been carried out.
The routine inspection of the playground apparatus has been carried out and signed off as satisfactory. Repairs to the bonded mulch have been carried out by the supplier satisfactorily. The new roundabout had been reported as not rotating satisfactorily. This has now been rectified by the supplier.
Re. Flooding at the Newbridge Hill/Argents Lane junction, ECC have carried out work to further remedy the cause of the flooding, additionally work has been carried out by Cllr. Pulford who provided a digger for the purpose. It was reported that a car had slid off the road into the ditch, the ditch now needs to be cleared to allow the water to flow appropriately again, this has been reported to ECC.
Routine litter picking has been carried out. It was decided that the stand-by salt bags would be collected from around the village during the first week in March and stored for future use.
It was reported that a vehicle had been parked on the greensward adjacent to the Queen’s Head Pond and notices to desist had been situated advising patrons of the QH accordingly.
All handymen have now completed the H&S training course and staff holidays are being scheduled.
6. Temporary barrier on Heath for school use
Various ideas for the provision of a mobile barrier were discussed. The purpose of the barriers would be to deter vehicles reversing into the school entrance in order to turn round. Any such barrier would only be used at appropriate times during the day. It was decided that further discussion with the head should be undertaken and also that the Parking Partnership may be requested to undertake patrols at appropriate times.
7. VE Day 80 Year – Update
Arrangements for this event are well under way. It is proposed that the school design suitable posters for the event by competition and the winner would be invited to raise the flag at the event. It was noted that the Fish and Chip van operator had not responded to their invitation and therefore the services of a Burger van would be sought.
8. Upcoming Environment Committee items
Other than those mentioned herein, none were discussed.
9. Tree planting
Replacement trees for the land adjacent to Armoury Rd. junction should be delivered tomorrow 14 Feb. for immediate planting. It was noted that one of the Mayoral trees on the Poors Land had died and Cllr. Pigeon has undertaken to investigate obtaining a suitably mature tree.

The next Environment Committee meeting will be on Thurs 13th March 2025, at 4.30pm in the SC Meeting Room.
