
Meeting on 13th May 2024 the Planning & Development Committee reviewed some actions from the April minutes before considering planning applications. These actions related to CCC’s Call for Sites and an application being considered by the Planning Inspectorate.
The committee then supported 4 applications (Spring Lane, Fordham Rd., Orpen Close & Sackville Way), objected to 1 (in Cooks Hall Road) & had no comment on 2 (The Truman & Lexden Rd.).

Meeting held on Monday 13th May 2024 at 7.30pm in the John Lampon Hall
It is the aim of the Parish Council to seek a high standard of design for all new developments and extensions in the Village.
The Parish Council will take into account the Village Design Statement, the West Bergholt Neighbourhood Plan, Government National Planning Policy Framework (NPPF) and CBC Planning Policies when commenting on individual applications.

3. Minutes & actions from previous meeting
The Assistant Clerk emailed Sandra Scott (Place Strategy Manager) at Colchester County Council twice requesting a meeting to discuss CCC Call For Sites. Councillor Brian Butcher then contacted Karen Syrett (Joint Head Of Planning) at CCC to see if the meeting could be arranged as soon as possible. Karen Syrett emailed Cllr Butcher on 16 April and advised that their team were finalising a booking system to manage the process.
Resolved: A Town & Planning meeting has been arranged on 16th May at 10.15am, Cllr Savage and Cllr Tyrell will attend.
A letter is to be drafted by Asst Clerk to send to the Planning Inspectorate by the deadline date regarding 230596 Scarletts Quality Plants, Nayland Road, West Bergholt.
Resolved: A letter was submitted to the Planning Inspectorate regarding 230596-Scarletts Quality Plants on 26 April 2024.

Application for removal or variation of a condition 3 following grant of planning permission. (190690).
Comment: Having considered all the details of this application, the Parish Council has decided to support the current application, however we draw attention to the original proposed mono pitch roof to the side of the property and we query whether that aspect of the planning permission 190690 should be retained?

Construction of 3-bay, single-storey, detached, oak-framed Cart lodge and associated works.
Comment: Having considered all the details of this application, the Parish Council has decided not to comment

240703 The Truman, Flat 12, Maltings Park Rd, West Bergholt CO6 3TJ
Listed Building. Altered storage heating to underfloor heating as the storage heaters take up too much room in hallways and restricts walkways. Shower entrance has moved to opposite side and now entry point is from Bedroom not hallway.
Comment: Having considered all the details of this application, the Parish Council has decided to leave the decision to Heritage and the CCC Planning Office.

Comment: Having considered all the details of this application, the Parish Council has decided to support the application on the recommendation that the final finishes are a condition of planning approval.

Listed Building. Removal and replacement of fitted wardrobes in master bedroom. Removal of ceiling paper, wallpaper and wall furnishings (e.g. dado rail) and redecorating. Replacement of consumer unit with modern RCD protection and rewiring of the house. Replacement of 2x.
Comment: Having considered all the details of this application, the Parish Council has decided to leave the decision to Heritage and the CCC Planning Office

Repair and renovate cottages on a like-for-like basis, as holiday accommodation (partly retrospective).
Comment: Having considered all the details of this application, the Parish Council has decided to object to this application.
We refer to planning appeal APP/A1530/X/08/2089175 which was dismissed due to the residential use of the cottages being abandoned after 1978, indicating a clear abandonment ever since. Therefore, this application is equivalent to a new build outside the settlement boundary of West Bergholt and goes against PP9 of our West Bergholt Neighbourhood Plan.
