Environment & Highways – 12th November 2020

The Environment & Highways Committee of West Bergholt Parish Council met via Zoom on 12th November 2020 and discussed:

  • Tasks undertaken by handymen,
  • Village Ponds,
  • Playground access path,
  • Autumn flailing,
  • New hedging at village sign,
  • Strategic Environmental Plan, and
  • Preparing expenditure plans for 2021.

Committee Meeting held on Thursday 12th November 2020 via Zoom

Committee members present John Gili Ross, Phil Spencer, Harry Stone, David Short, Norma Smith, Murray Harlow, Jenny Church.

Andrew Savage, Responsible Finance Officer in attendance.

1.

Handymen Report

Bollards in place on LD field.

Flailing complete. Essex devolved activities continue.

Winter tasks on-going. Further grass cutting maybe needed. Garage layout changed to Winter storage use.

Need to assess salt bag numbers at distribution points. Assess suitability of storage points. Investigate need for containers for the salt bags. HS

2.

Village Ponds

Queen’s Road pond filled – the duck house has been removed as it was rotten.  Review need for a duck house in the spring.

Lexden Road pond – gradually refilling – water is clear.

Hall Road pond- will need some clearing.

3.

Playground Access Path

Grant has been applied for from the CIF Emergency fund – no response as yet, David to check with Laura. DS

4.

Autumn Flailing

Flailing has been completed – a good job done. Chapel Road to surgery footway unable to be done as too narrow for the contractor’s machinery.

5.

New hedging by village sign

 
Handymen have been watering. Some overhanging tree branches could be trimmed back clear from saplings. Replace saplings that have not survived.

A water container needs to be acquired.

Strategic Environmental Plan

Phil has completed the plan and circulated. This will go to the PC meeting in November for acceptance as a village policy.

We need to plan for a group of village volunteers to be involved in the future.

7.

Environment expenditure for 2021

Andrew presented outline template on which to plan the proposed 2021-22 budget.

Aspects to be considered – Replacement/repair fund, new hedge planting & maintenance and salary review.

New environmental projects.
