CBC is in the process of creating a ‘Local plan’ and have started the consultation process, The Neighbourhood Plan Steering Group will be responding to this consultation as will the Parish Council.  A separate consultation on the Neighbourhood Plan is planned for the end of February to mid April.  For those interested in contributing directly the Borough Council recently issued the following notice:

Colchester Borough Council has started work on its new Local Plan for the Borough covering the period 2017-2032.

The Planning Policy team will be running  the Issues and Options Consultation from the 16 January 2015 until 27 February 2015 at the following locations:

  • Tiptree Community  Centre – Saturday 7 February 2015 (10am-2pm)
  • Mersea Centre (MICA) – Wednesday 11 February 2015 (4pm-8pm)
  • Wivenhoe Scout & Guide  Hut – Saturday 14  February 2015 (10am-2pm)
  • Hythe Community Centre – Monday 16 February 2015 (12 noon – 8pm)
  • Great Horkesley Village Hall – Saturday 31 January 2015 (10am – 2pm)
  • Marks Tey Village Hall – Saturday 21 February 2015 (10am-2pm)

In addition to the above drop in sessions there will also be additional consultation drop is sessions at Colchester Library (Saturday 17 January 2015 10am-2pm  & Tuesday 27 January 2015 2pm-6pm) and at Asda (on 24 January 2015 10am-2pm).

How Decisions are taken

  1. For applications included on the published agenda the Committee is authorised by the Parish Council to take decisions. These will be submitted by the Clerk onto the Borough Council’s website.
  2. If there is a Planning Application or correspondence received which post-dates the publishing of the agenda, and which cannot await the next meeting of the Committee, then such matters will be discussed at the meeting; where this occurs the committee will not take a decision but will make a recommendation to be considered by the next advertised appropriate meeting, which is likely to be the full Parish Council meeting. If this is the case the Planning applications concerned will appear on the Parish Council published agenda.

Traffic Safety Update


Last summer the Parish Council adopted a Traffic Safety Plan which has its origins in the Parish Plan and has as its aim an enhancement of levels of safety in the village.  This plan has been developed by the Environment and Highways Committee of the Parish Council as a result of the ongoing and increasing concerns of village residents.

A principal objective of the traffic plan is to improve all aspects of safety in the region of  Heathlands School and the surrounding feeder roads.  To achieve this measures are needed that will help to slow traffic, restrict parking that is irresponsible in dangerous areas and at the same time  provide alternative parking for parents that find it necessary to use a car to transport their children to school.

The plan contains a number of proposals for relatively minor structural work in New Church Road and School Lane.  These include parking restrictions at the junctions at each end of New Church Road, better signage to improve awareness of the school and a build out from the footpath from Mumford Close.  These plans have now been considered for implementation by the Local Highways Panel and it is good to report that all have been approved.  It is pleasing to know that if ideas that come forward from the village are put into a plan and discussed with the authorities concerned they can be developed into realistic projects.  As yet there is no news of when the work will take place but the village will be kept informed.

For its part the Parish Council has considered ways of providing alternative parking.  The Orpen Hall car park will be resurfaced and facilities improved.  The works mentioned above will enhance safety for the walk from the car park to school.  The Treble Tile has agreed that, subject to certain conditions, its car park can be used at school drop off and pick up times.  To make safe the walk from here to school a new footpath parallel to School Lane is being installed along the edge of Poors Land.

Throughout this process the Parish Council is in dialogue with the school to ensure that as these modifications are put into place maximum advantage for all concerned is achieved by them.  A full copy of The Safety Plan can be obtained by E-mail from The Parish Clerk or Harry Stone at  [email protected] or alternatively it can be viewed on this website.

“Colchester is Changing”

… and if you want your views heard the Borough Council are inviting you to share them at their exhibition of plans, ideas and proposals at St Nicholas House, High Street (former JJB Sports) on 28th June (10 – 5) and 30th June (10 – 4).  Among projects to look at are:

  • New bus station;
  • Park & ride;
  • The walls project;
  • Street entertainment; and
  • Vineyard gate plans.

Jubilee Events

On Monday 4th June 2012, the aim is to light 2,012 (or more) beacons – the length and breadth of the United Kingdom, Channel Islands, Isle of Man, the Commonwealth and other countries around the world to mark the Queen’s Diamond Jubilee and West Bergholt has been chosen to be a part of this exciting event. Our Beacon is scheduled for 10:30pm at the Orpen Hall on June 4th, and the Parish Council is planning some exciting events to go with this.

It is planning events for the beacon lighting ceremony including fireworks and possible hog roast.   As part of the Jubilee celebrations a family fun day will be held on Saturday 16th June. If you represent a village group or are just really keen to get involved in planning these events, you might want to pop in to the next planning meeting at 8pm 22nd March in the John Lampon Hall, or contact John Gili-Ross on 242236.

30 New Homes, Change of Land Use – Consultation

Consultation Opportunity
The Parish Council are to consider two sites submitted for consideration by the Agents in preparation of the Colchester Borough Council Local Development Framework Site allocations.
The Sites being considered are:

  • Land between Armoury Road and Maltings Park – proposed 30 new dwellings (approximate site highlighted brown in map to right).
  • Pattens Yard – Nayland Road – Change of Use to Local Employment Zone

The Parish Council’s comments to these proposals will be agreed at the Parish Council Meeting on:
