Orpen Hall Car Park starting to take shape

This picture update shows some progress made on the car park over the past week, with some photos taken by Doldens.  We are beginning to see the benefit of separating the hall from the car park already, with the new kerbing redefining the relationship between the building and the tarmac. We sometimes don’t appreciate the aesthetics of the original hall design, and the revised car park treatment will bring this out.  Life isn’t only about functionality and low maintenance!

Orpen Hall Car Park resurfacing

Yesterday marked the start of works to renew the surface of the Orpen Hall Car Park. The Parish Council (PC) has appointed Groupbridge contractors to carry out the work following a tender exercise carried out in June and approved at June’s PC meeting.

Orpen Hall car park surface has deteriorated

Over the years the car park surface has gradually deteriorated and settlement over the last 10 years has resulted in ponding and puddles occurring after heavy rain. The surface is in fact very poor in places such that a lot of repairs will be needed prior to the new surface being applied.  In addition to the new Tarmac surface some further drainage will be added to ensure that rainwater is collected and distributed either to new soakaways or to new French drains that will be installed along the longest edges of the car park.

After resurfacing the Orpen Hall car park will be re-lined and two sets of cycle parking stands installed near the entrances to the halls; disabled parking bays will be provided and ramps installed to ensure the hall is DDA compliant. A further feature will be to separate the car park surface from the main building to enhance the appearance of the hall.  Planting will take place around the outside of the hall to soften the hard edges of the car park and building.  A plan of the finished car park is shown below or you can click the following link for the most recent  full size construction plan in PDF form – Orpen Hall car parking layout.

Orpen Hall Car Park layout

Co-ordination of the work is being undertaken by Doldens who are acting as agents to the PC and supervising the works.  It is not anticipated that the work will unduly inconvenience the community since the work will coincide with the school holidays and at a time when the hall is not so heavily used.  Access to the halls will not be affected and the repair work will be undertaken in two phases such that there is as much parking available at any one time as is possible. During this time one of the entrances will be out of action so as to isolate a portion of the car park for the works to take place safely. There will be a time in mid to late August when the whole surface will be re-paved meaning that the car park will be unavailable for up to three days. This will be well advertised in advance.

Timetable and contact

The timetable sees work being undertaken from yesterday (21st July) to the end of August, you can download an outline copy of the most recent timetable by clicking the link: Orpen Hall car park Programme.  Regular hall users have been informed already as have those with single bookings over this period.

The work is being funded using PC earmarked funds of £50,000 and a grant from Essex County. Council for £12,000.

If any reader has concerns or queries they should contact the hall administrator ([antibot mailto=”[email protected]”]), or Parish Clerk (Parish Clerk ([email protected]), in the first instance who will either answer queries or obtain information from our agent and/or contractor.

We’re prepared for an emergency

emergency planAn Emergency Plan for West Bergholt

This is a plan which has been developed by the Parish Council with the help of Colchester Borough Council and the Emergency Services to help us in the village cope with an unforeseen situation which needs rapid and decisive action.  Emergencies can occur with little or no warning and could be caused by many different factors including:

  • Natural disaster,
  • Severe weather,
  • Technological / industrial accidents,
  • Power failures,
  • Failure of communications (e.g. telephones or broadband),
  • Transport disruption and village cut off,
  • Terrorism.

The risk to the village from any of these events is small and difficult to assess.  In the event of a situation deemed to be an emergency The Borough Council is the responsible body that will work with the Emergency Services.  Our role is strictly to support these actions.  The village plan focuses on how The Parish Council would assist in providing an emergency Reception Centre and how it could support vulnerable village residents.  The document  is deliberately short and hopefully of practical use, to view it click the link – West Bergholt Emergency Plan.

To carry out our role the Parish Council needs access to a team of volunteers who could carry out activities such as staffing a Reception Centre at the Orpen Hall.  Various village groups do already have such volunteers and these will be contacted but should you be willing to assist in such activity please contact Harry Stone through the Parish Clerk  [antibot mailto=”[email protected]”].

The Parish Council believes that in some emergency situations (e.g. prolonged power failure in severe weather) some vulnerable residents could be at risk. A list of such residents is to be compiled although it is appreciated that holding such information has to be handled sensitively and with the accepted protection.  Again existing organisations such as the Care Network and Churches will be contacted but also if a possible resident who it is known has no regular contact from relatives or friends please inform the Parish Clerk.  No name will be added without personal contact being made and their agreement.

Celebration of Local Volunteers

Celebrate Local VolunteersCelebrate Local Volunteers

Celebrating local volunteers is at the cornerstone of the upcoming Annual Parish Meeting on 21st May starting at 7pm in the John Lampon Hall (adjacent to Orpen Hall).  Refreshments will also be available as will the opportunity to discuss other important issues for the Village such as:

  • Neighbourhood Plan – shape the future of the village; and
  • Emergency Plan.

Neighbourhood Planning Workshop

On 19th February the NP Steering Group held an open evening at which 30 people were in attendance.  The aim was to draw together all the work to date including the results of the household  surveys.  The workshop posed the question:

what are the immediate next steps for the project?

To help answer this question delegates were split into three groups as follows:

  • West Bergholt Today:  led by Andrew Savage – Output:  Evidence Base for Neighbourhood Plan – Feb 2014
    • What do we know about our community?
    • Where might we get factual information?
    • How might we use this information?
    • How might we document our findings?
  • Our Environment:  led by Brian Butcher – Output:  Environment discussions for Neighbourhood Plan – Feb 2014
    • What do we want to protect and enhance?
    • Thinking about both built and natural environments
    • Local policies needed to achieve this
  • West Bergholt Tomorrow:  led by John Gilli-Ross – Output:  Future Options discussed for Neighbourhood Plan – Feb 2014
    • Change is inevitable but how can we plan for this?
    • What is the survey telling us?
    • Consider how we might approach housing and employment aspects of change
    • What about other land use changes for sport, open space?
    • How are we going to draw up scenarios and ideas for the community to look at?
    • What are the ways of engaging communities on development and change?

The discussions produced a wide range of ideas and the three groups have agreed to continue to meet up to take forward priority items. Their notes are attached as is the Agenda and Slide Presentation. If anyone who missed out would like to get involved please don’t hesitate to contact either the Chairman Chris Stevenson or the publicity officer Murray Harlow – see contact details.

Local Business? Neighbourhood Plan Team needs input

Our village & parish life in our hands

Local Business Survey

If you run a local business we need your help to shape the future of West Bergholt. Please take a few minutes to complete a questionnaire by clicking on:

Your response will be invaluable to assisting the production of a Neighbourhood Plan for our village and wider parish area.  Neighbourhood Plans are fairly new and you may not have heard of them yet.  They form part of Neighbourhood Planning which is a Government initiative which enables local communities to produce Development plans for their areas rather than for these to be produced by District Councils, in our case Colchester Borough Council.

So what exactly is Neighbourhood Planning?

Neighbourhood Planning is a new right for communities to create agreed policies and proposals for their localities. For us this will be for West Bergholt and surrounding Parish area.

The plan will be used to decide the future of the development of West Bergholt including answering the following :

  • where should new houses, shops or employment areas be built?
  • should they be built?
  • do we want further community assets and amenities?
  • should we preserve existing open spaces and provide more?
  • Aside from development aspects what other improvements do you want to see in areas such as traffic, policing, environmental improvements etc?

The list could be endless – but is nevertheless of vital importance and must be made and agreed by you.

Who is responsible for preparing the plan?

The Plan is sponsored by the Parish Council but the steering group overseeing the plan is drawn from the wider community and comprises 20 people drawn from all walks of life. A full listing of FAQs has been assembled on the village website, look for the Neighbourhood Plan tab.

In order to inform the NP a series of surveys is being conducted. We have already conducted a household community survey and a survey of younger people’s views is under way. However we recognise that the village and wider parish area has a large number of businesses and we are keen to get a view of your needs and concerns so that we can plan not just for community needs such as housing and amenities, but also the needs of businesses.

Please complete the on-line questionnaire by the end of February 2014.  If you need to find out more please contact any of the following:

Traffic Safety Plan news update

Traffic Safety Plan - Appendix 2a
Overview of measures (click to enlarge)

At a special meeting of the Parish Council held on 6th November, the traffic safety plan designed to help alleviate some of the traffic problems in and around New Church Road, particularly around school times, was approved.

In brief the plan is to put restrictions on parking at the junctions along New Church Road, including the end junctions where inconsiderate parking can cause dangers at any time.  Part of the plan is to raise awareness of the need to take extra care in the vicinity of a school and to achieve this the Parish Council will seek the imposition of a 20mph limit along the road.   Also the part the school can play in influencing drivers’ behaviour was discussed and so it is hoped that working with the Parish Council and local residents a campaign to impact on the problem will be launched as the above measures are put into place.

The full plan is now published on the village web site, also available with the plan is a summary of the way it has been developed and the consultations that have taken place, particularly with local residents.  Links to these are posted below:

Poo problem – dog fouling

Dog fouling is nasty - there is no poo fairy

Poo problem – dog fouling

There are often complaints about the problem of dog fouling in the village. Most dog walkers do take responsibility for clearing up after their dog and it is the few who don’t that create a bad image for all the others.

There was a problem recently at the doctor’s surgery.  A dog had been allowed to foul just outside the surgery and an unwary visitor had trodden in it and then unbeknown walked it through the surgery. This was a very unpleasant task for the staff to clean up afterwards as well as a hygiene issue.

All dog walkers should have, by law, a plastic bag with them and use this to pick up the poo and place in one of the many dog bins strategically placed around the village.

Dog mess on the pavements, in the hedgerows or on the streets is very unpleasant, unhealthy and unnecessary.

Please remember that no dogs are permitted on the Lorkin Daniell Field and this includes all areas around the Orpen Hall. Dog wardens will apply fines for offenders.

PLEASE ALWAYS CLEAN UP AFTER YOUR DOG
