 RESOLVED – the Minutes of the Parish Council Meeting held on Wednesday 27th March 2019 were approved and signed by the Chairman of the meeting, with no amendments. (Link to Minutes P12 Mar 2019)

Finance
a) Statement of accounts for Mar 2019 (Link to P12 Mar Summary)

The final accounts for March 2019 were presented as follows:

100% of the way through the financial year. The Parish Council Account showed 97% income,85% general expenditure, 112% environment expenditure and 93% expenditure overall, when the categories of general expenditure & environment are totalled together.
b) Bank Reconciliation for March 2019
The Responsible Finance Officer signed the March (end of year) bank reconciliation. The Parish Council accounts currently hold a total of £68,367.45.
c) Payments
  RESOLVED – To approve the payments in accordance with 2018-19 budget. Proposed by Cllr Savage, seconded by Cllr Church. All in favour.

Planning
a) The minutes of the Planning Committee meeting held on 17th April 2019 were received and the decisions made on following applications were noted (Link to Planning P1 Apr 2019):

  • 190643 – Copperfield House, 10 Firmins Close, CO6 3BQ – Support – The Parish Council has no comment, except to state that it is pleased to see the trees are to be retained.
  • 190922 – 122 Colchester Road, CO6 3JS – Observation – The Parish Council do not object to an extension to the property in principle, however bearing in mind that the Application Form states that there will be no change to the parking arrangements, it would like to be assured that there will still be two useable parking spaces after the extension has been added.
b) The following recommendation from the Planning Committee at the meeting held on 17th April 2019 of the late planning application was approved as a Decision:

  • 190960 – 120 Colchester Road, CO6 3DB – Support – Cllr Tyrrell redeclared an interest in Planning Application 190960 and took no further part in the discussions. The Parish Council had no comment.

RESOLVED – – Cllr Butcher proposed that the council approve this recommendation as a decision, Cllr Harlow seconded. All in favour.

Environment
  The minutes from the Environment Committee meeting held on 11th April 2019 were received. (Link to Environment P1 Apr 2019)

Premises and Recreation
  The minutes from the Premises Committee meeting held on 1st April 2019 were received. (Link to Premises P1 Apr 2019)

Training
  It was noted that the training/networking undertaken during the last month by Councillors or the Clerk:

  • CBC Clerk’s Forum – 04/04/19 – LW

The Clerk notified the council that a OneDrive link is now available for Councillors to access all of the CBC Clerk’s Forum presentations and notes from previous meetings.

  • CALC’s Chairman & Clerk Meeting – 18/04/19 – LW & CS

Cllr Gili-Ross informed the council that Pam Donnelly (CBC) had attended the latest CALC meeting and expressed concerns that the CBC Clerk’s Forum was not being well attended enough to justify the costs. CALC arranged a meeting of chairman and clerks which clearly showed that it is much valued resource by all those who attend and must continue.

CALC has responded to Pam with that very positive feedback and with some recommendations e.g. moving the start time from 9.30am to the slightly later time of 10.00am and providing Clerks with advance dates of the meetings.
