Minutes of the Planning and Development Committee Meeting

Meeting held on Wed 20th July 2022 at 7.30pm in the John Lampon Hall

It is the aim of the Parish Council to seek a high standard of design for all new developments and extensions in the Village.

The Parish Council will take into account the Village Design Statement, the West Bergholt Neighbourhood Plan, Government National Planning Policy Framework (NPPF) and CBC Planning Policies when commenting on individual applications.

Cllr Butcher proposed Cllr Tyrrell as Chairman, Cllr Fayers seconded.

RESOLVED – Cllr Bob Tyrrell appointed as Chairman of WBPC’s Planning Committee.

Cllr Tyrrell proposed Cllr Fayers as Vice Chair, Cllr Butcher seconded.

RESOLVED – Cllr Joel Fayers appointed as Vice Chair of WBPC’s Planning Committee.

4.   Public participation:

A resident couple raised a query with the Committee on a covenant relating to their property which includes the site of a former village pond. They would like to use part of the area as a garden, but there are restrictions on works to Common Land preventing and impeding access over it. The Planning Committee directed them to contact the Planning Inspectorate in order to find out what is permissible or exempt and asked the couple to then return to the Planning Committee at a later date to let them know the final plans.

5.   Planning applications:

To discuss and make decisions on the following new applications:

220727 – 30 New Church Road, West Bergholt, CO6 3JE

Demolition of existing detached house and erection of 1 No. detached dwelling with vehicle parking and landscaping – amended plans.

Comment:

The Parish Council notes that the revised drawings appear to address most of its previous concerns and comments, therefore the PC has no objections. However, it would like a condition attached to the approval that the land marked in blue is to be maintained and not allowed to become overgrown.

221574 – Land off, Colchester Road, West Bergholt

Application to Modify or Discharge a Section 106 Planning Obligation 191997.

Comment:

The Parish Council would defer this matter to the expertise of Colchester Borough Council.

221641 – The White Hart, Nayland Road, West Bergholt, CO6 3DD

Erection of illuminated and not illuminated signs to the exterior of the building. SIGN A – 1 X refurbish existing pictorial, new gibbet and boot, fixed to existing post, new sign block carved stag head, new linolites. SIGN B – 2 X new amenity boards – Advertisement consent.

Comment:

As a listed building, the Parish Council would defer to Colchester Borough Council’s greater knowledge in these matters.

Listed building application for erection of illuminated and non-illuminated signs to exterior of the building.

Comment:

As a listed building, the Parish Council would defer to Colchester Borough Council’s greater knowledge in these matters.

Retrospective – Roof mounted solar PV.

Comment:

The Parish Council has no comment.

ESS/11/21/COL/APP – Appeal Notification – APP/Z1585/W/22/3297769 CSH

Continuation of use of waste recycling facility without compliance with condition 11 (HGV Movement Times).

No comment required; this is simply notification of the appeal on an application which the Parish Council has previously commented on.
