It is the aim of the Parish Council to seek a high standard of design for all new developments and extensions in the Village.

The Parish Council will take into account the Village Design Statement, the West Bergholt Neighbourhood Plan, Government National Planning Policy Framework (NPPF) and CBC Planning Policies when commenting on individual applications.

Comment: The Parish Council objects to this application on the site as it is outside the settlement boundary of West Bergholt, thus contrary to policy PP9 of the West Bergholt Neighbourhood Plan and to part 2 of the recently adopted Local Plan, in particular paragraphs 6.223, 6.224, 6.226 and policy SS15.

6.   To discuss and review Myland & Braiswick Neighbourhood Plan Review Submission Consultation, deadline 15th May 2023

The Planning Committee wish to submit the following response:

In view of the amount of consultation and activities that have taken place since the Neighbourhood Plan was made, we support the revised plan.

7.   To discuss the upcoming meeting with Simon Cairns and which specific PAs or topics to raise at the meeting with Simon.

The Planning Committee has requested that the meeting with Simon Cairns to take place before 9th June 2023:

  1. To discuss the Government’s intention to replace section 106 payments with an Infrastructure Levy by June, as they wish to rationalize the system throughout the country. And any helpful suggestions from Simon Cairns that we can add to our response to the Government.
  2. Are Colchester Planning Services satisfied with our committee responses to planning applications?
  3. Is the Neighbourhood Plan working well with Colchester Planning Services?

Following on from Item 23/52 b) in the Parish Council meeting on 22nd March 2023, the Planning Committee are to agree via email under delegated authority. So, the committee will pass on their thoughts to Julie Gillott to compile a list of key points and then following the meeting with Simon Cairns, Cllr Cullis and Cllr Savage will draft a letter.
