It is the aim of the Parish Council to seek a high standard of design for all new developments and extensions in the Village.
The Parish Council will take into account the Village Design Statement and the West Bergholt Neighbourhood Plan, emerging planning policy and CBC Planning policies when making comments and decisions on Planning Applications.
Item 1: To welcome new Parish Councillor, Joel Fayers, to the Planning Committee.
Chairman of the WB Planning Committee, Cllr Bob Tyrrell, welcomed new Councillor, Joel Fayers, to the Planning Committee.

West Bergholt Parish Council cannot support new buildings outside the village settlement boundary as it is at odds with the CBC-approved West Bergholt Neighbourhood Plan, as supported by 94% of parish residents. WBPC’s Planning Committee would query the use of CBC’s Planning Policy DP13: Dwelling Alterations, Extensions and Replacement Dwellings in this application, as although it states: (b) For replacement dwellings, when development: the current site has clearly been derelict for many decades. The Committee would therefore defer to Colchester Borough Council’s greater knowledge of its policy DP13 in this instance. |

The Parish Council is happy with an extension to this property in principle, but would refer to PP10 of the CBC-adopted WB Neighbourhood Plan, specifically DG3, DG7 and DG8: DG3: General Design – all proposed new build and extensions must enhance the area and make a positive architectural contribution. DG7: Buildings must be in harmony with the surroundings in respect of materials, colour, texture, proportion and scale. DG8: Planning applications must show contextually the impact of their proposals on adjacent building by means of adequately detailed plans with accurate street elevations. PP10 clearly states, Planning applications must show contextually the impact of their proposals on adjacent buildings by means of adequately detailed plans with accurate street elevations to avoid unacceptable adverse impact upon the amenities of the occupiers of nearby residential properties. The Council believe that the proposed extension is too large, especially in relation to the bungalow next door, but the applicant’s failure to provide a street scene has made this very difficult to assess. |
