Declarations of Interest: Cllr Tyrrell declared an interest in Item 2, Planning Application 181609

It is the aim of the Parish Council to seek a high standard of design for all new developments and extensions in the Village.

Item 1:            To receive any pre-application representations regarding proposed planning applications

There were no pre-application representations.

First floor rear extension 181609 Deferred to PC Meeting Cllr Tyrrell re-declared an interest in Planning Application 181609 and took no further part in the discussion. 

This then meant that the application was referred to the Parish Council meeting next Wednesday due to the lack of quorum Planning Committee members in attendance.

Cooks Hall Farm, Cooks Hall Road, West Bergholt
Demolition of existing extensions to barn and conversion of barn to 2no dwellings, erection of garages and boundary walls, alterations to elevations and change of use of land to residential garden. 181624 Observation Decision The West Bergholt Planning Committee would defer to CBC’s Planning Department on the principle of this planning application.

Item 3:            To make recommendations to the Parish Council on planning applications:

Outline application for the
erection of 13 dwellings with vehicular access, landscaping, footpath links and other related infrastructure.
181458 Object Recommendation The Planning Committee recommended that this application be discussed by the full council next Wednesday.

This application is premature and outside the current settlement boundary. It is an outline application save only for access, however the committee would object to the design of the front elevations and solar panels as it is out of keeping with the Essex Design Guide.

If the Council supports these 13 dwellings, are they then added to our overall CBC building requirement, therefore making the total number nearer to 140?

59 Albany Road, West Bergholt
Replace existing roof with
new, rotated through 90
degrees with rooms in the roof and rear dormer, add new single storey side extensions and garage extension.
181638 Support Recommendation The Parish Council has no comment.
