Item Two: Current planning Applications
CURRENT APPLICATIONS Application No. |
Proposal | Applicant (Agent)/Location | Object / Support / Observations | Decision or recommendation | Comments |
150702 | Proposed formation of a private drive erection of two detached bungalows, erection of a two storey house, extensions and alterations to an existing bungalow to form a two storey dwelling, erection of garages and provision of associated parking facilities | Woodman properties. Homecroft, Chapel Lane, West Bergholt Colchester CO6 3EF | Object | Recommendation | The Parish Council accepts that the site will be developed. However the information provided is of a very poor quality, so for example it is impossible to determine the relationship of the buildings proposed, on a sloping site. The house layouts do not respect the site contours, such that some of the buildings are 1.5m out of the ground in places, and there are steps shown on the sketch section that do not appear on the site plan. There is no street scene plan has not been provided (DG8) and as a result it is impossible to tell how the proposal sits within the immediate residential area. It is not felt that the design complements the neighbourhood (DG3 and DG7) and the level and setting out of the buildings could be improved upon. We are of the view that based on the information provided it is impossible to accurately determine this application. |
150677 | Proposed new detached garage. | Mr Daniel Bloom, 11 Colchester Road, West Bergholt Colchester CO6 3JG | Support | Recommendation
150744 | Lawful development certificate for proposed -Erection of extensions to sides, rear dormer to roof, porch to front and detached single garage. | Mrs Pauline Rideout. 91 Chapel Road, West Bergholt Essex CO6 3HB | Object | Recommendation | The Parish Council queries whether this can be considered as permitted development. The bungalow is located on a bend in Chapel Road, so the side elevation is also an elevation “facing the highway”. Therefore the extension does not comply with permitted development.Notwithstanding the issue of permitted development, the proposals do not enhance the immediate built-environment. (DG3 & DG7). |
150852 | Various internal and external works and alterations including replacements of windows and doors, alterations to patio area and changes to hardstanding area, single-storey infill extension to provide new utility, and new sewage treatment plant. | Mr & Mrs Blackman. The Armoury, Armoury Road, West Bergholt CO6 3JP | Support | Recommendation
150856 | Erection of replacement dwelling | Mrs Carole Watts. South Lodge, Cooks Hall Road, West Bergholt Colchester CO6 3EX | Support | Recommendation
150863 | Demolition of two Dwellings and the erection of Six Detached Dwellings, Garages and a Private Drive | Glenmoor Developments Ltd. 45-47 Lexden Road, West Bergholt Colchester CO6 3BW | Support | Recommendation
150902 | Application to discharge conditions 3,4 & 9 of application 145003. | Mr P Downer. Oak View Landscapes Ltd, Pattens Yard, Nayland Road, West Bergholt Colchester CO6 3DQ | Observations | Recommendation | The Parish council notes the information provided in support of a discharge of planning conditions. |
150920 | Rear extension | Mrs Nicole Presland. Heathfield, Queens Road, West Bergholt Essex CO6 3HE | Observations | Recommendation | It is quite difficult from the drawings available to determine the overall “look” of the extension. In particular the Parish Council is concerned about the potential overpowering effect of the extension on the original house. It is normal practice that an extension should be subservient to the original building and the design as propose should be examined carefully so as to achieve this effect. |
150967 | Single storey side extension. | Mr l Mitchell. 8 Lampon Close, West Bergholt Colchester CO6 3FE | Support | Recommendation
150827 | Proposed two storey side extension – Resubmission of Application 142851 (The only alteration being the external finishes) | 13 Church Close, Colchester CO6 3JZ | Observations | Recommendation | The alteration to the building materials would appear to improve the design but the Parish Council is most concerned that residents in the area did not feel they had been consulted on the original applications. |
Note: where appropriate reference to the Village Design Statement (VDS) has been made in the above comments. The VDS has been adopted by the Parish Council and Colchester Borough Council.
Item Three. Other Matters: The committee considered a draft response to the Colchester Borough Council Issues and Options consultation and approved a draft response on rural issues and housing matters.
