Councils across Essex are working together to develop a new Joint Municipal Waste Management Strategy for the next 30 years. They developed the previous strategy in 2007, and much has changed since then, including the significant climate change challenge that we now face.

Waste management is a major contributor to climate change, accounting for about 4% of greenhouse gas emissions in the UK. Improving environmental efficiency by making different choices about how we collect and treat waste will help reduce these emissions. Waste prevention can also deliver benefits by reducing greenhouse gas emissions in other sectors, such as agriculture, transport and manufacturing.

Premises & Recreation – 9th November 2015

The Premises & Recreation Sub-Committee of West Bergholt Parish Council met on 9th November when, among other items, they discussed Health & Safety, cleaning contract, football, refurbishment of toilets and financial matters.

Matters from Last Meeting

1.1 Orpen Hall Signage

BT was concerned the sign was a little large, has now reduced it to the size of a door. Committee all agreed to basic principle and size. BT to now obtain some formal quotes. Once committee content with price, will confirm placement and wording.

BB has received no negative response. Health & Safety checklist for village and community halls. Will review and bring back to next meeting.

West Bergholt Football Club – grass cutting Lorkin Daniell Field

Football club have requested a back-payment of grass cutting money – April to November, 8 months @ £40/month = £320. All agreed, however WBFC must sign agreement first. LW & WBFC

Bergholt Heath Youth Football Club – Saturday morning training proposal

After training on the Lorkin Daniell Field at short notice on Sat 7th November, the BHYFC have been asked to refrain from training there, until a decision has been made. The Parish Clerk awaits a response to this email. A meeting is to be arranged by LW with the club and BB, CS + two other members of the Premises committee to discuss the proposal in full. BB to report back at the next meeting. LW & BB

Refurbishment of Orpen Hall Toilets

It was agreed by all that if undertaken in the next 3 months an article will be placed in the Village Bulletin & on the westbergholt.net website looking for “local builders who must have the skills, knowledge and experience and the organisational capability necessary to undertake such or similar work and a working knowledge of CDM 2015” from which a short list of local contractors can be put together, from whom tenders could be sought for any works between £500 and £25,000.

It was also agreed to seek a fee quote from a local designer to act as Designer and Principal Designer for the WCs. The budget needs to take said fee into account and may also be needed to cover an asbestos refurbishment survey, for the WCs.

CIF panel meeting very soon, there is a lot of interest in this funding and the committee await an answer.

Storage Units

Lack of usable storage is becoming a problem; a rationalisation or extension of the garages is needed. The Orpen Players need to review the contents of their garage after the Panto has finished. VB-C to instruct Orpen Players. BB requires a plan of the Hall, LW will provide. HS to measure size of storage units and produce a rough plan. Will discuss again at January meeting. VB-C, LW, HS

Terms of Reference

Changes made with Environment sub-committee – Premises incorporates the Halls & their storage units, the maintenance of such and the hiring out of the Halls & other areas. It no longer includes the maintenance of anything other than the Halls and the storage units.

Budget for next year

Attendance by RFO to discuss budget requirements. Attached (Appendix 2) is the proposed budget produced by the RFO. The committee sought guidance from the RFO on paying for some of the following improvement ideas:

  • refurbishing the Orpen Hall toilets, including fees & survey
  • extending the garage storage areas
  • improving the servery
  • upgrading the upstairs meeting room
  • improving the rubbish area (new store)
  • paying for the sign (see item 2.1)

AS advised that the Hall account always tends to underspend by £7000 and that the General account has a donations/projects fund. One way to achieve these improvements would be to reduce costs or increase letting/hire charges. After analysing of the figures provided by AS, it was agreed in principle to increase the hire charges by 5%, raising an extra £2000. VB-C to bring the current hire charges to the next meeting. VB-C to also provide any data she has on Hall usage. Perhaps a bar chart highlighting times when the Halls are often free?

Overflowing Rubbish

At present the rubbish is collected weekly by Colchester Skip Hire on a Thursday, however the skip is frequently full and overflowing. MH proposed a twice weekly collection, seconded by JC. All agreed. Mondays were requested, LW to phone Colchester Skip Hire.

Make the most of this Free Skip Service from CBC at the Orpen Hall Car Park on Saturday 22nd August 2015 between 11.00 am – 12.00 noon

Colchester Borough Council will be in West Bergholt at the Orpen Hall car park with their ‘Attended Freighter’ to collect small loads of household items that are not collected as part of your regular kerbside collection.

Please don’t use this service to dispose of items which can be recycled, although you can bring garden waste separately which will be composted.

July saw just two  incidents, both criminal damage to vehicles, after an also quiet June.

Criminal damage to a vehicle – Mumford Close

At some time between 01:00 & 08:00 on 15th July, unidentified suspects caused damage to a vehicle by climbing on top of the roof and bonnet leaving footprints and fingerprints causing the inside of the roof to be distorted.

Criminal damage to a vehicle – Erle Harvard Road

Between  18:00 on 18th and 10:30 on 19th July an unknown suspect caused damage to a vehicle by spraying the front and both sides of the cab with black paint.

Information Releases

Three have come through this month, one advising of a nearby outbreak of equine theft, a discussion about rag and bone men and news of the popular Meerkats partnering with Neighbourhood Watch.

Horse theft a growing concern nearby in Suffolk and a potential risk locally

Horsewatch concerned July crime could include horse theftEarly in July, Suffolk Police have received reports of suspicious activity around rural establishments and fields in the IP10 and IP11 area.  Discussions on internet forums and social media are speculating that horses are being targeted for theft.

Suffolk Police received reports of two white males in a white van with blue writing acting suspiciously at an equestrian establishment. The purpose of these males is not known.  Overnight on 6th July it was reported that a pony had been moved from one area of a farm and had been secured in a nearby field.

Farm and horse owners should take this opportunity to review the security of their stable yards and paddocks.  Anyone who observes suspicious activity around horses should note down as much detail as possible and report it to the police on 101. Time, date, vehicle registration details and descriptions of any persons involved are particularly helpful.   Number plates of vehicles may be cloned, so a full description of the vehicle involved should be taken.

Suffolk Horse Watch gives the following advice to protect your horse:

  • Freeze marking is well known and proven as the most effective theft deterrent. The reason is because it is visible – it will deter thieves, but on the rare occasions when freeze marked horses go missing, it provides an excellent tracing facility, with no need for any expensive equipment to read the marks.
  • Change your routine regularly and visit your horse at irregular times.
  • Check perimeter fencing daily to ensure it has not been tampered with.
  • Gates are often the weakest points in the perimeter and, as such, need careful consideration (field gates themselves are valuable and often stolen). Metal gates tend to be more secure. Gateposts should be securely cemented into the ground. Gate hinges need to have the tops burred over or welded to prevent the gate being lifted off. The gate should be kept padlocked at all times. A good heavy-duty chain (motorcycle security chains can be useful) and the best quality close-shackled padlocks (to resist bolt croppers) that you can afford need to be used.
  • Ask residents of neighbouring properties to look out and report any vehicles / people loitering or taking undue interest in your paddock or yard.
  • DO NOT be tempted to lock your horse in a stable.
    • If someone intends to steal your horse it makes it all that much easier, with the horse being in an enclosed area.
    • It puts your horse at risk in the event of a medical or fire emergency.
  • Report to the police anything out of the ordinary.

Rag & Bone – convenient or suspicious?

Traditional Rag & Bone manYou may all recall or heard stories of the Rag and Bone man who would travel around on a horse and cart collecting old clothing and animal bones.  You would also hear him calling out as he made his way around. As the years have passed by changes have occurred with the collection of various items of house hold scrap.  Often this would result with the Rag and Bone man paying a small amount of cash for items given to him which was well received by the families.

Times have changed since then with many people selling their own items at car boot sales or through internet auction sites, plus we are now all familiar with the modern van-driving dealers driving slowly around neighbourhoods, some of them ringing a bell as they go.

We know that the reputable collectors operate a valuable service for people to get rid of their items and get them recycled in the right way, but we have also received reports that other unlicensed collectors are scavenging metal items which people still want. There has been concern from members of the public that these persons are operating without the relevant certificates and in some cases there have been reports of them accessing people’s back gardens and sheds and taking property without the owners consent.

While being mindful that the collectors provide an often invaluable service Essex Police are asking residents to reports any thefts or those noted to be to acting suspiciously within the area.

What should you do?

Call Essex Police on 101 or 999 if a theft is occurring at the time.

What information do Essex Police need to know?

  • The location of where vehicle seen
  • The date and time seen
  • Description of vehicle – Index number, colour, make and model and direction of travel
  • Description of person(s).

Meerkat Neighbourhood Watchers

Stronger Neighbourhoods – reduce your chances of being burgled

According to the Office for National Statistics, the most recent crime statistics have revealed that domestic burglary has halved over the last ten years and the likelihood of becoming a repeat victim of burglary has reduced by 60%.

Being part of the community and being neighbourly has proven to reduce the chance of being burgled, with stronger neighbourhoods helping to reduce crime overall. The Neighbourhood and Home Watch Network (NHWN) for England and Wales states that by simply looking out for neighbours, reporting anything suspicious and adopting a few simple changes, helps to reduce the chance of being burgled.However, the advice from NHWN is that is always more which can be done and without new members and more communities looking out for each other, crime could start to increase.

Recycling & Rubbish over Easter & May Bank Holidays

Recycling and rubbish collections will take place one day later than usual over the Easter and early May Bank Holiday period, as in previous years.

From Good Friday 22 April until Saturday 8 May all recycling and rubbish will be collected the day after your usual collection day.

This also means that if your usual collection day is Thursday, you will receive a collection on the Royal Wedding Bank Holiday Friday. If your usual collection day is Friday, you will receive a collection on Saturday for three consecutive weeks.
Please remember to put your recycling and rubbish out by 7am on the morning of your collection day. All collections will return to your normal day from Monday 9 May.
