Minutes of the Planning and Development Committee Meeting
Meeting held on Wed 20th October 2021 at 7.30pm in the John Lampon Hall
It is the aim of the Parish Council to seek a high standard of design for all new developments and extensions in the Village.
The Parish Council will take into account the Village Design Statement, the West Bergholt Neighbourhood Plan, Government National Planning Policy Framework (NPPF) and CBC Planning Policies when commenting on individual applications.

Cllr Tyrrell declared an interest in planning application 212733 (48 Chapel Road) as he was professionally involved in the previously approved application.
3. Minutes of the previous meeting:
RESOLVED that the minutes of Wed 15th September 2021 were a true record of the meeting.
4. Public participation:
A resident queried the Colchester Borough Council (CBC) approval of 31 Lexden Road (PA 212232). She had concerns that the two-storey extension to the side of the property would partially obscure the solar panels on the roof of the neighbouring bungalow and be detrimental to both their energy provision and finances. The Committee although sympathetic, explained that once approved there was very little that could be done, expect perhaps discussing such concerns with the owners of the property before they build. However, the matter of new extensions obscuring neighbouring solar panels was an area of concern for the Committee and they will write to senior planner at CBC to highlight this matter.
ACTION – Parish Clerk to draft letter to CBC.
