Item 1: To receive any pre-application representations regarding proposed planning applications

There were no pre-application representations received.

Item 2: Current planning applications:

Location Proposal Application No. and link to CBC planning website Object / Support / Observations Decision or Recommendation Comments by Planning Committee
2 The Waldens,
Lexden Road,
West Bergholt,
Proposed detached Annex for a dependant relative. 192860 Support Decision Support is given on the basis that any approval is conditional to the annexe only being occupied by dependent relatives and that it shall not be sold separately to the applicant’s main property.
Meadow View,
4a Hall Road,
West Bergholt,
Rear single-storey rear extension lean-to. 192804 Support Decision The Parish Council has no comment.
Blackheath Bulb Co.,
Nayland Road,
West Bergholt,
Replacement of three agricultural buildings with three dwellings (In lieu of Prior Approval for three dwellings subject of Application 191409) 192968 Object Decision The application is as the Parish Council feared, but the fact that the original approved works will not meet the standards the applicant was hoping to achieve is no reason to give the current application support.
69 Lexden Road,
West Bergholt,
Two-storey front extension. 193002 Object Decision The application is objected to in that the design is not on accord with the CBC-approved WB Neighbourhood Plan policy PP101, or Village Design Statement policies DG72 or DG103.

1 PP10 – Account should be taken of the guidance and principles in the Village Design Statement.

2 DG7 – Buildings must be in harmony with the surroundings in respect of materials, colour, texture, proportion and scale.

3 DG10 – Any infill development should reflect the character of the surrounding area and protect the amenity of neighbours. It should reinforce the uniformity of the street by reflecting the scale, mass, height, form, materials, fenestration and architectural details of its neighbours.

Outstanding current applications:

The application for the Treble Tile has been withdrawn and the NEEB Armoury Road application will be determined at a public enquiry in early 2020, anticipating a need for the Parish Council to become further involved in both.
