Declarations of Interest: Bob Tyrrell declared an interest in Item 2, The Barn, Hill House Farm and took no part in the discussion.

It is the aim of the Parish Council to seek a high standard of design for all new developments and extensions in the Village.

Item 1:            To receive any pre-application representations regarding proposed planning applications

The owner of 9 Bradbrook Cottages addressed the Committee for advice on developing his plot. Planning Application 146301 on the property had previously been refused permission by Colchester Borough Council and the West Bergholt Planning Committee had objected for reasons of poor design and lack of a streetscene. The Committee recommended seeking the advice of an architect and taking all the comments made by Colchester previously into account with any new proposal. A street scene would be required as would paying heed to the West Bergholt Village Design Statement, which can be found on westbergholt.net. The owner was advised to come back to the Committee another time with some sketches to discuss the options.

All matters reserved except for means of access. 170200 Object Decision It has been brought to the Committee’s attention that these plans do not meet the recently approved & adopted Myland & Braiswick Neighbourhood Plan, therefore West Bergholt Parish Council cannot support the application.
The Barn, Hill House Farm, 157 Colchester Rd, CO6 3JX Change of use of vacant stables to a day care centre for dogs. 170224 Observation Decision The Parish Council is minded to make the following observations and not support the application due the currently limited details submitted. The Planning Committee is also concerned about the following issues:

  • Highway access/traffic movements – the daily access of potentially 120 vehicle movements to and from the site along a private road connected to the public highway. It is anticipated that the  Highways Authority will be consulted on this matter.
  • Noise – the noise from up to 30 dogs a day in the stable and also exercised in the open-air ménage, as the Committee were verbally informed by the Applicants at the meeting would be the case, having regard to the close proximity to neighbouring properties.
  • If Colchester Borough Council are minded to approve this application then the Parish Council believe that it should be for a limited period with restrictions on the opening times, number of dogs and vehicle movements.
